Who can edit and change an AIW file?

Hello F1 friends.  
Now I also need help.  

I have a track, because the AIW file would have to be edited.
It would have to change the waypoimts, in a particular stretch section.
Who is able to change that

AIW is a file I still need to learn on,I thought it's created with AI Learning mode but it seems to be more complicated.
